The National Community Safety and Security Programme (CSSP) Awards were instituted in May 2003 to recognize outstanding CSSP projects and volunteers that have made an impact within their community on a nation-wide basis. The National CSSP Awards Ceremony 2009 was held on Friday, 17th July 2009. 1	Community Emergency Preparedness Begins with Multi-Racial & Religious Food Rationing The Queenstown Constituency Office has piloted a systematic food rationing procedure to be activated during times of crisis. This was held concurrently with a food fair involving the multi-ethic organizations of the Mujahideen mosque, temples as well as voluntary welfare organizations and secondary schools in Queenstown.

2	The Henderson Heartbeat Responding to statistics showing that Henderson and Bukit Merah estates have the highest death rate relating to heart failure in Singapore, the Tanglin-Cairnhill Constituency Office has initiated an action plan to equip its residents with adequate training and access to 21 sets of Automatic External Defibrillators around the constituency.

3	Cyberangels To protect its residents from potential security vulnerabilities arising from the usage of the internet, the Yew Tee Constituency Office has devised a series of activities including a survey on information technology usage, a consultation session with expert advisers, a workshop on security wellness, as well as distributed Cyber Wellness Kits to its residents and schools.

4	Project Unity A total of 160 grassroots leaders from 7 constituencies were mobilized for Project Unity, a Community Engagement Programme initiative organized by the Central Police Division, to test the readiness of the Police and community in the event of a bomb blast. Project Unity also tested Police’s response plans in the event of a terrorist attack.

5	Unlicensed Moneylender Intervention Project With a surge in unlicensed money lending cases nationwide, the Police has developed a 3 pronged approach towards alleviating the fears of victims of harassment cases. This project also aims to promote community spiritedness and enhance the partnership between the police and residents in related investigations.

6	Crime Awareness OutReach (CARe) for the Elderly The CARe for the Elderly project is a joint community and Home team effort to promote self awareness and the notion of self help among older persons. It addresses specific safety and security concerns and has achieved a significant 71% reduction in robbery and snatch theft cases reported against elderly victims in the period of June to December 2008 in relation to the previous year.

7	PNSMen Readily On Watch, Lookout! (PROWL) PROWL is a Community Safety and Security Programme (CSSP) piloted by the Ang Mo Kio Police Division and the grassroots organizations to engage Police National Service Men in a look-out for suspicious or criminal activity within the constituency. 3 arrests have been made with the assistance of PROWL members.

8	Project Reach Out The Police has engaged the Assyakirin mosque in Taman Jurong to create awareness on crime prevention. Specifically, this project is tailored to empower the Malay-Muslim community in maintaining a low crime rate in their jurisdiction through programmes such as crime prevention education for the residents and house-to-house visits by youth ambassadors on community issues.

9	The CEP Plus Project CEP Plus goes beyond merely generating awareness on the Community Engagement Programme concept by instilling the importance of community self help through a mutual aid scheme, where resources of grassroots organizations and stakeholders from 7 participating constituencies can be mobilized to assist an affected constituency, should the need arise. It also coordinates efforts in maintaining communal relations in the aftermath of a terrorist attack.

10	P.U.R.E. Community at Geylang Serai This project aims to forge a strong “Partnership” within the community, enhance “Unity” among multi-racial and religious peoples, cultivate a “Resilient” community ready to face any emergencies and create an “Exemplary” community for others to emulate. Specifically, this project addresses the safety and security concerns of Geylang Serai which is crowded during festivities and over weekends.

11	Kampong Glam Emergency Bag The Kampong Glam Constituency Office and Singapore Civil Defence Force (SCDF) 1st Civil Defence Division produced 9000 emergency bags for every household within the constituency. The objective was to inculcate self responsibility in the families and to disseminate the message of emergency preparedness to children so as to create a multiplier effect within the household.

12	Emergency Evacuation Exercise For Disabled Persons & Senior Citizens This project prepares the disabled and elderly for emergencies especially when the need for evacuation arises. This helps to cultivate a self- help philosophy in every member of the community.

13	Neighborhood Youth Development Programme (NYDP) 2008– “Nurturing Youths for Society” The NYDP is a year-long mentorship programme involving youths. After completion of the programme, the behavior of participants improved and they have also assisted the Police with combating crime by keeping a close watch on their community.

14	Homefront Security Ambassador Camp In another project that engaged the young to deal with security challenges, the Police and SCDF have been engaging youths for training in the event of a crisis. Enhanced skills and knowledge learnt would help the community to be more resilient and recover quickly.

15	Going to the Community (Jurong Junior College Public Education Effort) Organized by the Jurong Junior College Civil Defence Club, this project aims to reach out to local communities through events such as Emergency Preparedness Days and Resiliency Carnivals to help residents acquire practical skills such as first-aid and CPR assistance.

16	First Toa Payoh Secondary School Emergency Response Team Students of this Emergency Response Team are equipped with life saving skills and an emergency kit to provide a crucial first response during emergencies within the school and around the neighborhood. This is especially important as the neighborhood has a large aging population.

17	Youth Enrichment Programme (YEP)- Anti-Drug Workshop This is an initiative by the Association of Muslim Professionals (AMP) to prevent premature school leaving and encourage students to pursue post secondary education. It involves 3 anti-drug workshops that were conducted for approximately 100 students from various schools and complements the Central Narcotics Bureau’s (CNB) school based programmes.

18	Total Defence @ Singapore Discovery Centre This 2 week long project (11 to 24 February 2008) helped the public and in particular, primary and secondary school students, to better understand the 5 aspects of Total Defence through a series of exhibitions and games.

19	i3 Shop i3 was formed as part of the Police efforts to strengthen the ties between the police, SCDF, Ang Mo Kio Hub and other strategic stakeholders. It is a focused approach towards crime prevention and achieving anti-terrorism awareness by nurturing stakeholders to become the “eyes” and “ears” of the police in combating both threats.

20	“Our Crossroads”- Yellow Ribbon Journey Exhibition The Yellow Ribbon Journey Exhibition featured the life experiences of 3 inmates and their family members with the purpose of creating greater understanding of the intricate issues surrounding offenders and ex-offenders. The experiential exhibition also highlighted the roles that the public can play to support the successful reintegration of ex-offenders.

1	Preparedness Begins with a Harmonious Community The four main religious groups of Queenstown CDEC, together with the CDEC, planned an evacuation drill and a bomb explosion scenario to familiarise themselves with emergency procedures.

2	Shop House Fire Safety Located in a constituency with the highest number of shop houses, the Kampong Glam CDEC conducted an EP Day involving a scenario of a shop house on fire, followed by an evacuation exercise. Shop house owners showed their support by endorsing on a shop house fire safety poster.

3	Nee Soon South CEP 2007 The first elaborate CEP-driven project embarked by Nee Soon South constituency, it laid the foundation and groundwork for the constituency to be better equipped and prepared for any crisis and if it were to occur, the grassroots leaders and the community would be ready to face the challenges head-on.

4	Crime Prevention and Launching of Tagore industrial Safety and Security Watch Group As one of the oldest industrial estate in Singapore, Tagore industrial estate was surrounded by 4 neighbourhood zones, commercial firms and dormitories housing several hundred foreign workers. A concerted effort was made to involve all fractions of the community through roadshows, training courses and appointment of SSWG Ambassadors.

5	Emergency Alert Beacon (EAB) The team implemented a security feature of a siren and blinker to enable park users to call for help in a park. This feature would also create a virtual police presence and help the police locate the victim more efficiently.

6	Kampong Spirit@Eunos The Eunos community conducted a series of events which aimed at promoting greater neighbourliness akin to the old kampong days where neighbours know and trust one another. A council of elders comprising highly respected leaders from various ethnic and religious groups were formed to provide advice to the Eunos Mayor on issues relating to inter-religious affairs.

7	Zhenghua LRT Safe & Secure Team The Zhenghua LRT patrol team was formed to patrol the LRT for suspicious objects, act as deterrence on the train and to educate commuters about safety and security on the train.

8	The C-Patron With a surge in theft from vehicles and mischief to vehicles cases, a Car Park Watch Group cum Patrolman (C-Patron) was formed to embark on a series of preventive patrols. Residents could also inform the C-Patrons their vehicle details and duration that they would be away, so that there could be frequent visits by the team.

9	Citizen-On-Surveillance (COS) Cases of lightning conductor strips and joss stick urn thefts at the BraddellHeights constituency spurred the team to get residents to keep an active watch over their neighbourhood and to provide vital information on any suspicious activities.

10	I-Watch As several units in Chong Pang had been affected by unlicensed money lending harassment, I-Watch was formed to patrol the levels and units affected as well as common areas to look out for suspicious characters and report to the Police.

11	Marine Parade Eldercare Project A matured housing estate with a growing proportion of elderly residents, the Marine Parade team tackled the problem by distributing low-cost contact alarms to elderly residents living alone and conducted talks for them.

12	Reform Through Volunteerism Selected youths who committed fire related offences were sent to SCDF, to perform their community service by participating in public education effort. The grassroots were also involved in this project by assimilating the youths into their community. Through this assimilation process, the grassroots tackled the root problem of youths, which may well be the lack of positive influence or attention.

13	SANMINA- SCI Emergency Preparedness Day for Chai Chee & Bedok South SSWG Clusters Samina-SCI sought the support of SCDF and SPF to formulate a coordinated emergency response and business-continuity plan. A Company Emergency Response Team (CERT) was formed and a joint Emergency Preparedness exercise in conjunction with the company’s annual Emergency Preparedness Day was organised.

14	Discovering Vigilance, Being Ready An exercise was conducted at Sentosa to ensure that a contingency plan was put in place to ensure safe evacuation and proper management of any disaster scenarios.

15	Workers on Watch (WOW) Theft of metal related items in construction site and theft from vehicle resulted in the introduction of the Workers on Watch programme where workers were trained to perform surveillance duties to tackle the rise of such thefts.

16	Yellow Ribbon Community Art Exhibition Organised for the first time in 2007, art was used as a medium to spread the Yellow Ribbon message of acceptance and second chance for ex-offenders and their families.

17	CSSP for Pre-Schools Staff, students and parents of pre-schools were imparted emergency preparedness knowledge and skills.

18	Student Enforcer Alertness Group III (SEAG III) Students of HillgroveSecondary School were equipped with knowledge and skills in dealing with security and safety issues in their schools and surroundings.

19	Youth R3 – Rebuild, Reunite, Revitalise – Shaping Tomorrow’s Youth To reach out to youths, the programme exposed them to a series of social, educational, awareness, counselling and community service activities through a period of eight months.

20	Jurong West NPC Youth Partner Scheme Competition As student volunteers tend to be less active in their involvement with the Police after fulfilling their Community Involvement Hours (CIP), a system was put in place to promote healthy competition and encourage active participation.

21	NTU Safety and Security Ambassador NTU Safety and Security Ambassadors were appointed to promote safety and security consciousness among students in NTU, especially foreign students.

1	CSSP IV Challenge Camp (National CSSP Excellence Award) With the growing concern over threats of terrorism on Singapore, youths have to take initiative and ownership of the knowledge of community preparedness in dealing with an emergency. The CSSP IV Challenge Camp trained youths in emergency preparedness know-how through a detrainment exercise. This project has also won the National CSSP Awards twice previously in 2003 and 2004 for raising crime prevention awareness and problem solving techniques amongst youths via innovative means.

2	Kampong Glam Emergency Preparedness Day (Fire Safety Awareness) Located in a fire-prone estate with one of the highest elderly ratios, the team set out to train a domestic homemaker CERT to ensure a ready pool of trained personnel to respond to fire during the daytime. A fire safety sticker was also launched to be placed prominently in the homes of the residents.

3	CSSP Fire Safe Housekeeping The tragic loss of a life due to a fire and the difficulties faced by SCDF in reaching victims in the cluttered flats of the estate prompted the team to clear the clutter and equip at-risk neighbours with fire extinguishers.

4	Buona Vista Hawker Emergency Lifesaving Point (H.E.L.P) Hawkers within the estate were imparted with the necessary skills in counter-terrorism, crime, fire prevention and equipped with implements like first aid kits, fire blankets, fire extinguishers, helmets and loud hailers in the event of a terrorist attack

5	Marsiling Drug Awareness Day 2006 This initiative saw the setting up of a watch group to tackle the drug problem at the local level together with the voluntary welfare organizations such as SANA.

6	Society of Tourist Guide (Singapore), Emergency Preparedness & Response Program As Singapore endeavours to attract more tourists to our shores, it is vital to safeguard the security of our transient population. The Nee Soon South CDEC and Society of Tour Guides Singapore collaborated and crafted a programme to train tour guides on emergency preparedness skills to assist tourists in the event of a crisis.

7	Changi Village Integrated Contingency Plan (ICP) The Integrated Community Plan (ICP) was implemented to equip and train the relevant stakeholders in emergency preparedness skills in the event of an incident affecting the popular weekend getaway spot.

8	Youthful Partnership in Emergency Preparedness This project saw the mobilization of Dunearn Secondary School students to assist Hong Kah North CDEC in the evacuation of elderly residents from a nearby nursing home. The school was also slated to double up as a temporary relief centre for the same purpose.

9	Community Cyber-Security Awareness The project saw Yew Tee Zone 4 RC pioneer new CSSP ground by inculcating and educating residents about cyber security and how to prevent cyber crime.

10	Bukit Gombak Block Training on Chemical Incident Recognizing the adverse impact of a chemical incident, the project imparted skills to residents to handle the threat. This CSSP is also the first project where residents were actively involved in the entire exercise.

11	After Fire Care @ Yew Tee To remove the misconception that aftercare is a concept applicable only to offender rehabilitation, Yew Tee CDEC not only assisted the affected families of fires to return to normalcy but also took the opportunity to conduct public education near the site of the burnt flat to drive home the message of fire prevention.

12	West Coast and Bukit Timah Mighty Neighbour Programme & Crime Prevention Response Pack (C.P.R.P) Grassroots organizations from Clementi decided that neighbourliness and the expedient handling of crime were of priority in their community, and they instituted 'My Mighty Neighbour Programme', which emphasized the need for strong neighbourly ties to build up a strong cohesive community. In addition, a response pack was also created to reduce the lag time COP members would have in responding to crime cases.

13	Cheng San-Seletar My Ready Neighbour This CSSP recognizes that the critical minutes following an emergency could be best served by neighbours trained in civil defence skills before the arrival of the emergency services. Similar to Operations Terrain Mapping, this project allows residents to have ready information of those in need of special assistance within the community (e.g. handicapped or elderly residents) and provides them the resources to respond by training them in CPR and first aid.

14	Coastline Security Watch Group This initiative is a joint collaboration between companies along the shoreline and the Home Team Departments to help mitigate the entry of illegal immigrants by beefing up security measures e.g. by installing more lights along the pier and trimming of dense vegetation.

15	Foreign National Crime Prevention Ambassador To combat the problem of foreign workers in the estate who would gather at public areas to consume their food and drinks, which cause noise pollution as well as safety concerns for residents in the area, this initiative appoints foreigners of good repute as focal points for their communities on safety and security concerns.

16	Project Intruder Alert ! - Community Partnerships Against Break-ins As Family Service Centres (FSCs) and PAP Community Foundations (PCFs) located at void decks were prone to break-in and theft, the initiative saw the installation of portable window and door alarms that will trigger off should windows or doors in these centers be forced open. Upon hearing the alarm, Community Watch Groups made up of second floor residents who reside above the centers will call Police immediately.

17	Nanyang Polytechnic Emergency Preparedness Day The inaugural full-fledged EP day organized by a local educational institution also saw the creation of a Campus Response Team that would be prepared for any potential terrorist attacks.

1	Toa Payoh East GROs - Ready Card for Pre-Schoolers To promote awareness of emergency preparedness, grassroots organizations in Toa Payoh East launched the Ready Card and Ready Bag. The Ready Card captures essential information such as the necessary medical information of the card owner and the contacts of his/her family members. This reduces the time needed to establish the owner's identitiy during an emergency. Pre-schoolers were also educated on home and fire safety.

2	Bukit Merah View Zone BRC - Crime Prevention Light Box Sensor at Multi-Storey Carpark The Bukit Merah View Zone B Residents' Committee worked with HDB, the Tanjong Pagar Town Council and Police to implement the Light Box Sensor system in a mulit-storey car park. When a vehicle passes under the sensor, the Light Box lights up an displays crime prevention messages to remind vehicle owners to remove cards and other valuables from their parked cars.

3	Ang Mo Kio South NPC - Youth Infinity Experiential development , mentorship sessions, talks on sexual relationships, conflict management, peer pressure and self esteem, and family bonding sessions, these are some of the programmers organized by the Family Service Centres and Police to help at-risk youths and their parents deal with some of the pressures which youths face today. Participating in these programmes has helped the youths become more responsible in their actions and improved the communications skills with their parents.

4	Ang Mo Kio GRC/Tek Ghee CCC - Resilience Development School Camp Grassroots leaders worked with schools, Police and SCDF to organize the Resilience Development Schools Camp for 14-year old students, Students acquired basic civil defence and emergency preparedness skills, as well as knowledge on counter-terrorism. The camp also acted as a platform to encourage volunteerism among youths.

5	Singapore Sports Council - Pool Watch Scheme The Singapore Sports Council worked with Police to implement the Pool Watch Scheme. Lifeguards from various swimming complexes were appointed as Sports Crime Prevention Ambassadors to look out for suspicious persons and activities within the pool premises. Eye-catching standeeds and signages were used to educate patrons on the importance of crime prevention.

6	United Engineers Limited & Shell Eastern Petroleum Singapore - UE/Shell Security and Safety Task Force With the recent security threats, a task force was set up to tackle the safety and security concerns of the tenants and residents in UE Square and the surrounding buildings. The task force implemented safety and security measures for each building in the area and organized exhibitions and training programmes on crime prevention, fire prevention, counter-terrorism and emergency preparedness for building tenants and residents.

7	Kampong Ubi CDED - Kiddy Bag Children are most vulnerable during an emergency. The Kampong Ubi-Kembangan CDEC put together a special Kiddy Bag to help children under the age of six years old deal with emergencies. 8	Serangoon CDEC - Bomb Bomb @ Chomp Chomp Residents who do not know how to react during an emergency may hinder rescue efforts by emergency services. The Serangoon CDEC coordinated and implemented a simulated car bomb explosion to enable volunteers of the Community Emergency Response Teams (CERTs) to work with emergency agencies on the handling of emergencies. Residents of Serangoon Gardens are now better prepared to deal with emergencies.

9	Jurong Central CEDC - Petrol Station Emergency Programme with Hotwheels & WOW Apart from crime and fire prevention, members of Hotwheels and Women On Wheels (WOW) have expanded their scope to include counter-terrorism and emergency preparedness. They worked with petroleum companies such as Chevron Singapore, ExxonMobil and the Singapore Petroleum Company to train petrol station staff to look out for suspicious characters. Members also regularly patrol these petrol stations for suspicious persons and activities.

10	Paya Lebar-Kovan CCMC - SecureRack An anti-theft receptacle was installed for users of the open courts where basketball and street soccer games were played. Called the SecureRack, the lid is fitted with a lock and mechanical bell. Users can store their belongings in the rack while they played their games. When the lid of the rack is opened, the bell rings, alerting users of the courts of possible thefts of their belongings.

11	Aljunied Hougang GROs - CERT Engine To increase the mobility of equipment and volunteers during emergencies, grassroots leaders of Aljunied-Hougang recruited owners of multi-purpose vehicles (MPVs) as part of the Community Emergency Response Teams (CERTs). The MPVs not only carry first-aid kits, fire extinguishers and other equipment required for tackling emergencies, but are also used to transport volunteers to the incident site. These MPVs will operate as first-aid or crowd control points during constituency events.

12	Pasir Ris East & West CCCs - Lock Your Ride, Mark Your Bike To counter the rising incidences of bicycle thefts, grassroots leaders came up with a plan to have the bicycles of residents engraved with a special number code. The particulars of the owners are captured in a database. This allows for easy identification of the owner in the event missing bicycles are found. Since the implementation of this initiative in March 2005, the number of bicycle thefts dropped from 27 to 13 cases in June 2005.

13	Pasir Ris NPC - Officer Leader-Mentor Scheme Youth Camp As part of the early intervention efforts, Police organized an Officer Leader-Mentor Scheme Youth Camp for at-risk youths to teach them how to tackle issues such as abuse of lifestyle drugs and involvement in secret societies. As Leader-Mentors to these youths, Police worked with their parents through counselling and discussion sessions, to prevent them from entering a life of crimes.

14	Kaki Bukit Centre (Prison School) - The Peace Connect Project The Kaki Bukit Centre (Prison School) was set up to provide inmates, particularly young offenders, with an environment for learning. A rigorous all-rounded education programme was designed to help inmates develop intellectually, socially, emotionally, morally and physically. Apart from sharing at crime prevention talks in schools, they also perform various community services.

15	Canberra GROs - CSSP Rubbish Chute Fire Prevention To educate residents on prevention of fires in rubbish chutes, grassroots leaders collaborated with the National Fire Prevention Council to create a postcard on prevention of rubbish chute fires for distribution to residents. Together with Police and the Sembawang Town Council, they conducted joint patrols and house visits to create awareness on rubbish chute fires.

1	Establishement of Nee Soon South EP Centre To bring emergency preparedness closer to the residents, grassroots leaders set up an Emergency Preparedness centre within the heartlands to serve as a command and control centre for planning and preparation for emergencies. 2	Outreach for Toa Payoh Industrial Park As a result of a fire in Toa Payoh Industrial Park which killed 4 people, tenants of the industrial park formed a committee to review the safety of their workplace. Through educational talks, exhibitions and better enforcement efforts by the relevant authorities, the safety of the Industrial Park was greatly enhanced and the incidences of fire reduced.

3	CSSP for Geylang Serai Market Following a fire at the Geylang Serai market in April 2004, the Civil Defence Executive Committee (CDEC) worked with the stallholders and merchant’s association to improve safety measures at the market. Additional fire extinguishers and hydrants were installed in and around the market, and fire hazards identified to reduce the risk of fires breaking out. Volunteers were also trained in the Community Emergency Preparedness Programmes (CEPP).

4	CSSP for Industrial Premises by Advanced Micro Devices Ltd (AMD) Concerned with the lack of contingency plans for their staff in the event of a fire and other emergencies, the management of AMD actively engaged the National Fire Prevention Council and SCDF, to formulate evacuation plans and form emergency response teams. Apart from talks, exhibitions and joint exercises to raise awareness, staff members were also trained in the Community Emergency Preparedness Programmes (CEPP).

5	Crime Prevention Messages via SMS To enhance the method of disseminating crime awareness information to the residents, grassroots leaders in Yew Tee worked with Police and M1 to develop a unique information-sharing platform, to disseminate crime awareness information to residents via the short messaging system (SMS). The first of its kind, residents in Yew Tee receive almost instantaneous updates via SMS on crime happenings in their neighbourhood. Residents are able to take timely preventive measures, resulting in reductions in the crime rate.

6	Home Emergency Assistance Programme The Jurong Central CDEC enlisted the help of skilled professionals, such as healthcare professionals as well as IT and civil engineers, as volunteers to improve the self-reliance of volunteers within the CDEC. These professionals helped train and counsel residents and retailers in Jurong Central on fire safety and evacuation procedures. They also respond to minor rescue operations as and when directed by relevant authorities.

7	South West CDC Community Resilience 2004 - Building a Ready Community South West CDC, together with SCDF and the Singapore Science Centre, educated the residents on how to deal with emergencies during blackouts, through their school-going children. Residents learnt emergency preparedness skills such as first-aid, CPR, fire safety and In-Place Protection, through the learning stations and demonstrations setup at the Singapore Science Centre.

8	Shipyard Security Watch Group The threat of ships harbouring terrorists or transporting terrorist devices through our ports is real. ST Marine, Keppel and Jurong shipyards worked with Police to train civilian staff to detect suspicious persons and parcels passing through our port. The Police Coast Guard also provided additional sea-front patrols to complement shoreline security. Shipyard staff were taught fire-fighting skills and evacuation procedures introduced in case of attacks on the shipyards.

9	Heartland Alert Emergency Exercise Grassroots leaders of Pasir Ris East and Pasir Ris West CCCs, together with Police, SCDF and the SMRT, conducted an exercise simulating a train bombing at the Pasir Ris MRT station. The exercise familiarized commuters and residents with emergency and evacuation procedures. Residents trained in civil defence also put their first-aid skills to good use by attending to the “injured” prior to the arrival of emergency rescue forces.

10	Launch of Defu Lane Safety and Security Watch Group The Aljunied-Kembangan CDEC, Defu Manufacturer’s Association, Police, SCDF and tenants of Defu Lane Industrial Estate formed safety and security watch groups to address the concerns of fire, crime and terrorist threats within the industrial estate. Members were trained in fire-fighting, basic first-aid and crime prevention techniques. Joint patrols were also conducted with Police and SCDF officers.

11	Aljunied GRC Emergency Evacuation Execrise Given the difference in make up of residents and the layout of each HDB block, the Paya Lebar CDEC worked with Police and SCDF to formulate customized emergency evacuation procedures for each HDB block in the GRC. Members of the Community Emergency Response Teams (CERTs) were appointed as first-aid providers, evacuation wardens, fire wardens, traffic controllers, respectively, to aid in the evacuation exercises conducted.

12	Chong Pang CDEC Aopt a Home with Senior Citizens Elderly residents often live alone with no younger family members to take care of their needs. Students of Yishun Secondary School adopted a senior citizen each from the Chong Pang studio apartments and paid them weekly visits. Trained in fire fighting, CPR and first-aid skills, students cared for the elderly, reported fire safety defects or other risks to the relevant authorities in a timely manner, and helped the elderly better prepare for emergencies.

13	Buona Vista CCC Golden Ambassador Project Many elderly people are illiterate and dialect speaking, and may not have access to mass media. The Buona Vista CCC therefore verbally communicated crime prevention messages to the elderly in their constituency. To ensure a more systematic coverage of needy elderly in the estate, existing elderly watch schemes were re-organized to better monitor the elderly. Basic first-aid or medical attention can also be administered in a timely manner through regular visits from trained volunteers.

14	Tanglin Trust School Engagement Project As an outreach to help foreign students adapt to life in Singapore, the Tanglin Trust School worked with Police to familiarize the students and parents with offences such as theft, rioting, underage smoking, vandalism, drug and inhalant abuse, and the rationale behind the penalties. Such dialogues serve as an effective deterrence against crime. Counter terrorism measures were also put in place to better safeguard the school from terrorist attacks.

15	Jurong Junior College Civil Defence Club) The Jurong Junior College First-Aid Club evolved to become the first ever Civil Defence Club in a school setup. Students are trained in SCDF’s Community Emergency Preparedness Programmes. The club promotes safety and security awareness, through training the rest of the student population in emergency preparedness activities, and volunteering their services at community events.

16	Yishun North NPC Launch of Angel Book To help our youths better understand the consequences of breaking the law, Yishun North NPC collaborated with the Ministry of Education, Ministry of Law and the schools under their care, to publish the first ever book on true life stories, written by students who have gone down the wrong path. The ANGEL book incorporated related laws concerning various crimes such as theft, shop theft, and rioting as part of Police’s efforts to deter crime among youths.

17	NPCC Crime Prevention Ambassadors Programme Rising concerns over youth-related crimes prompted the Bedok North NPC and National Police Cadet Corps, to train a select group of cadets as Crime Prevention Ambassadors. Through the Pupils-at-Risk Guidance Programme, these CPAs also mentor at-risk upper primary students. Apart from implementing school-related CSSPs, the CPAs also participated in NPC-initiated campaigns and roadshows by disseminating crime prevention messages to the residents.

1	Hotwheels: Citizens-on-Patrol and Women-on-Wheels in Jurong Central With bicycles equipped with fire extinguishers, first-aid boxes and sirens, the Hotwheels team conducts regular patrols around their neighbourhood and focuses on fire-prone and crime-prone spots. The Women-on-Wheels Team complements the Hotwheels Team by carrying out patrols during the day.

2	CSSP for Crime Against Elderly Involving Woodlands, Marsiling, Sembawang, and Admiralty CCCs and Woodlands Ring Secondary School, this programme tackled the problem of crime against senior citizens through awareness-building activities and house visits.

3	Community Emergency Response Team (CERT) In line with the National Security Awareness Campaign, the Singapore Police Force and the Singapore Civil Defence Force worked with Aljunied-Kembangan CDEC and Lengkong Tiga RC to form CERTs. These comprise residents trained in fire fighting, first aid, emergency evacuation and emergency behaviour management who are then involved in patrols of their neighbourhoods.

4	CSSP for Pulau Ubin The Home Team officers tapped on the existing network between the residents and the PCG officers to inculcate the importance of community self-help and crime prevention and train them in the necessary skills. The trained volunteers put their skills to good use when they successfully put out a lallang fire on the island in February 2002.

5	Safe United! Community members of Pasir Ris constituency, as well as several community groups such as Mendaki, Sinda, CDAC, the Eurasian Association and the Association of Muslim Professionals engaged youths in the Pasir Ris area through exhibitions and healthy activities such as street soccer and basketball tournaments.

6	Maid Watch Scheme Since house owners are out most of the day, the maids of Faber Estates were trained to watch out for suspicious people or suspicious activity and to help prevent house-breaking in their vicinity.

7	CSSP for TOUCH Community in Kampong Ubi In this project, civil defence volunteers worked with caretakers at the Touch Community Hostel in Kampong Ubi to train them in civil defence skills. As part of the project, an emergency exercise was also held to familiarise the caretakers as well as the residents with emergency situations.

8	Heartware Network The North East CDC, National Youth Council, Temasek Polytechnic, several secondary schools and other community members, including radio station Power 98 and Warner Brothers, organised a range of creative activities such as treasure hunts and movie screenings to raise crime prevention awareness among youths.

9	'Students-At-Risk' Programme Involving Bukit Panjang, Cashew and Zhenghua CCCs, five schools and families of the students, the project was planned and implemented to prevent juvenile delinquency and to mould positive behaviour. Visits to drug rehabilitation centres were also conducted.

10	Shop Theft at Bookstore This CSSP was initiated to reduce the incidence of shoplifting at a bookstore at a shopping centre. SPF worked with the relevant shop-owners and five schools in Sembawang to hold crime prevention and anti-shop-theft-cum-anti-riot talks and exhibitions. Their efforts paid off when loitering by students decreased, theft rates fell sharply and none of the students from the five schools was involved in any thefts.

11	'Little India' CSSP for Foreign Workers Rochor NPC worked together with the Hindu Endowment Board, the Singapore Contractors Association Limited and the National Environment Agency to address some of the problems associated with the overcrowding of foreign workers in Little India, including the setting up of a Sunday market.

12	Timber Industries at Sungei Kadut This CSSP involved the Singapore Timber Association, Jurong Town Corporation, Industrial Premises Committee, and National Fire Prevention Council. The factories were organised into self-help clusters to pool resources and enhance co-operation in the event of fire. SCDF also equipped emergency response teams with basic civil defence and evacuation skills.
